A method of cost estimating which compares a new system with one or more existing,
similar systems for which there is accurate cost and technical data. The analyst makes
a subjective evaluation relative to the similarities between the new system and historic
systems. Generally used in the very early in life of the program during MSA, TMRR, or
early EMD.
