A method of cost estimating which compares a new system with one or more existing,
similar systems for which there is accurate cost and technical data. The analyst makes
a subjective evaluation relative to the similarities between the new system and historic
systems. Generally used in the very early in life of the program during MSA, TMRR, or
early EMD.

Authority provided by law to enter into obligations that will result in immediate or
future outlays. In the program office, prior to releasing a Request for Proposal (RFP),
the comptroller must verify that you have sufficient BA in the correct appropriation
