James Garfield 1881:

· Supported civil service reform- removed Conkin from NY customs house
· Postal reforms- stopped scam routes
· Assassinated 1881- did not use spoil system, shooter felt he deserved the job
Chester Arthur 1881-1885:
· Republican
· Passed Pendleton act 1883- created civil service commission, hired on merit not
status
· Federal immigration bill- only excluded criminals and the mentally ill
· Chinese exclusion act 1882
· Eliminated the spoil system
