1815 to 1871
• After the end of the Napoleonic wars and
napoleons final fatal disease the restoration period
came into existence and began reaching its apex.
• The Vienna congress was formed in whose hands
the fate of France and more specifically of Europe
now lies. The French territories were divided
amongst the allies where Netherlands gets the
Belgium while much more was alotted to Prussia.
The council dissolved the Rhine Confederation and
led to the make up of a new confederation called
“the German Diet” or “the Federal Diet” in 1815
with its headquarters in Frankfurt.
• This holds no such significant task but was at type
of a loose confederation however the council
contains the right of the arrangement of the foreign
affairs of the state included in the diet.

Exclusively german states were the part of it but Hanover was the exception.
In the diet, Austria holded the most significant and leading position with its foreign minister and
afterwards chancellor, Klemens von Metternich. Prussia was also undermined and ignored in front of
the more stable and robust Austrian empire.
• He, Klemens von Metternich saw the growth of the nationalist and liberal ideas in the german
states. Hence he felt the need of a more harsh and suppressive measures .....the calsbard
decrees.
• The decrees carries a background with it. There was a festival called the Wartburg festival that
was with respect to their victory in battle of liepzig. It was 1817 and the students had no
intention of celebrating the festival but to show the liberal and nationalist sprirt. They burnt
down antiliberal signs and burnt several anti liberal stuffs. Moreover the event that proved to be
the last pin to the coffin was A MURDER... in march 1819, a university student killed a Russian
spy and already attracted eyes of Metternich further became desperate to suppress the
activities.
• The Carlsbad decrees, the decrees were passed in order to reform the
german states to suppress the activites of the liberals and the nationalists in the universities.

, 1. Strict censorship upon press. No newspaper could be published without the
consent and strict censor rules of the censor agent.
2. There was to be an extraordinary commissioner to see the activities in the
universities.
3. The teacher found guilty of spreading liberal ideas would be fired from job and
would not be given any post in anu university.
4. The students found in the revolutionary activities would be expelled from university
and would not be given any admission to any other university.
5. There has to be the central investigation commission to investigate the activities in
the societies and to present a report on it.
6. The laws specifically applied to the student unions.
• These decrees causes the great suppression of the nationalists and the liberals. The grim
brothers were also fired from their universities where they were teaching.
• The Austrian emperor by this became the head of the policing system of Germany.
• The decrees created a type of fear and discontentment for the liberals and they could not
debate openly on the matters of national interests. It was a direct attack on the liberty rights of
liberals, thus restoring the authority of the old monarchies and aristocracy. While there was a
great deal of suppression and Austrian Metternich became a stronghold of the confederation
where the power lies.
• The student unions such as the BRUSCHENSCHAFTEN were banned breaking the
communication and surveillance between them.
• Gottingen seven incident was also the example of suppression when professors were pushed
out from their universities in 1837 in hanover.
Zollverein the custom union
was established in 1818 by Prussia.
Prussia had borders with almost 28 small
german states so it has a strategic
importance in the region. There were 67
different tariffs in Prussia and the internal
trade barriers were still a matter that
needs to be addressed. Hence according
to the tax reform law introduced by the
Prussian king in 1818 led to the establishment of the custom union or majorly the beginning of a
prosperous era for Prussia but also to the unification of Germany. Although it wasn’t a political
alliance but however it sparks the german nationalism and even promoted liberal ideas. According
to the tax reform law the tariffs were abolished while the custom duties were lowered and the
internal trade barriers were perished under it. Till 1854 several states joined the Zollverein .
whenever the term of the treaty ends the states refreshes the treaties.
it created a sense of a common market however Austria wasn’t the part of the Zollverein as it was
not ready to give up the high custom duties. The free movement of the goods across the german
states further provoked a sense of nationalism among the german societies. Hence due to the
