What is CICC (Formerly ICCRC)
The College of Immigration and Citizenship Consultants (the College)
licenses and regulates Canadian immigration and citizenship
consultants in the public
interest.
The College is the self-regulatory organization that replaced the
Immigration Consultants of Canada Regulatory Council (ICCRC).
There are 2 types of immigration and citizenship consultants they

- Regulated Canadian Immigration Consultants (RCICs), and
- Regulated International Student Immigration Advisors (RISIAs).

3 - low-income families could afford
4 - no clear way to track down/punish Unlicensed consultants -
aka "ghost consultants."
Dominion Lands Act of 1872
The Dominion Lands Act was an 1872 Canadian law that aimed to
encourage the settlement of the Canadian Prairies and to help
prevent the area being claimed by the United States. The Act was
closely based on the U.S. Homestead Act of 1862, setting conditions
in which the western lands could be settled and their
natural resources developed.

whose duties are directly related to advising international students
on Canadian immigration policies.
What are the 2 main roles of CICC

2 - regulating the professions under their jurisdiction (RCIC & RISIA)

6.1 - RISIA's scope of practice is related to study permits,
temporary resident visas and how study permits relate to other
currently available Canadian
immigration programs (co-op work permits, PGWP, spouse or partner,
and dependent children.)
6.2 - RISIA is not permitted to represent students or their family
members on immigration matters
6.3 , a RISIA cannot fill out any immigration forms on a student or
their family members' behalf.
6.4 - expected to refer students to seek advice from another
authorized representative when out of scope
What is the purpose RISIA Code of Ethics?
The purpose of this Code is to supplement any conduct requirements
of the RISIA's employer, for the better protection of Students from
unethical or
incompetent practice by RISIAs. It is not the purpose of this Code to
dispense with or reduce any of the requirements of the RISIA's
employer. If there is any difference between the employer's conduct
requirements and those of ICCRC, the RISIA shall be required to
comply with whichever standard is higher.
How was the Department of Agriculture involved in immigration?
between 1868 -1892 the responsibility for immigration services resided
with the Department of Agriculture
