The adoption of a new education system in post-apartheid South Africa was driven by
the deep inequalities created by decades of racial segregation and discrimination under
apartheid. Education was not neutral during apartheid. It was deliberately designed to
maintain white dominance and limit the social, economic, and political mobility of the
black majority. By 1994, the education system was fragmented, unequal, and incapable
of supporting democracy or social justice. The democratic government therefore faced
an urgent need to transform education so that it could promote equality, redress past
injustices, and support national development. This essay critically discusses the

Apartheid Education and the Creation of Inequality
Apartheid education played a central role in producing and reinforcing inequality in
South African society. The system was racially structured and governed by separate
education departments for different racial groups. White learners were provided with
well-funded schools, qualified teachers, and curricula that prepared them for skilled
employment and leadership roles. In contrast, African, Coloured, and Indian learners
were subjected to inferior schooling with limited resources and restricted educational
