Outline the role of teacher trade unions in ensuring the quality of education in
South African schools.
Teacher trade unions play a significant role in shaping the quality of education in South
Africa. Their role goes beyond salary negotiations. They influence policy, protect
professional standards, and support teachers in ways that ultimately affect classroom
teaching and learner performance.
Firstly, teacher unions participate in education policy development. Through
engagement with the Department of Basic Education, unions contribute to discussions
on curriculum reforms, workload policies, and professional standards. Participation in
policy platforms ensures that classroom realities are considered in decision-making
processes (Department of Basic Education, 2011). When teachers’ voices are included
in policy formation, implementation becomes more practical and realistic.
Secondly, unions protect teachers’ labour rights and working conditions. Fair
working conditions are directly linked to education quality. If teachers experience
excessive workload, unsafe environments, or unfair treatment, their ability to teach
effectively is compromised. The Labour Relations Act supports collective bargaining,
allowing unions to negotiate conditions that create stable and supportive working
environments (Republic of South Africa, 1995).
Thirdly, unions promote professional development. Many unions organise workshops,
seminars, and subject-specific training to strengthen pedagogical competence. For
example, subject-based teacher development workshops assist educators in
understanding curriculum updates and assessment standards. Ongoing professional
development improves instructional quality, which positively impacts learner
achievement (DHET, 2015).
Fourthly, unions advocate for adequate resources in schools. They raise concerns
about overcrowded classrooms, shortages of textbooks, and inadequate infrastructure.
