ADL2601 ASSIGNMENT 1 2026 FACTS/SCENARIO Residents of the Du Noon informal settlement in Cape Town, has experienced major fires in January 2026. An estimated 3000 residents have been left homeless, all their personal belongings have been wiped off by these fires. Ms Asmal is one of the residents who lost everything, and she has been admitted in hospital under severe stress. The City of Cape Town Council is trying to assist residents with temporary shelters, food, clothing, medicine. The Department of Human Settlement is distributing building materials for residents to re-build their own homes. The Disaster Management Act provides that the relevant government departments must provide relief to residents during disasters. They have approached you for advice with several concerns. Advise them on the following: 1. Does the distribution of building materials by the Department of Human Settlements amount to administrative action? With reference to relevant legislation. Explain.
