for your support in cosponsoring a bill to detach the Federal Emergency Management
Agency from the Department of Homeland Security Structure and make it a legal entity that
responds to the President and an independent agency of the United States Executive Branch.
The Federal Emergency Management Agency has been facing challenges as part of the
Department of Homeland Security because of loss of autonomy and independence in the
management of emergency roles, which has compromised the ability of FEMA to effectively
and efficiently help the United States’ people before, during and after a disaster has occurred.
The bill will guarantee the independence of the Federal Emergency Management Agency and
address its challenges by guaranteeing a minimum budget allocation adequate for FEMA's
operations in its efforts to create awareness, respond to disaster, and recover from disasters.
The bill will also define its administrative structure and the roles of different employees roles
for the agency's effective running. Another critical problem the bill will address is
accountability by enacting policies, procedures, and controls to utilize disaster funds and
grants.
