, 1. Introduction
In the work of law enforcement officials, decisions must often be made quickly and
under pressure. These decisions do not only affect the officer making them, but also
the community, the organisation and the people directly involved in the situation. For
this reason, it is important that decisions are not only legal, but also ethical. Ethical
decision making helps law enforcement officials to act in a manner that promotes
fairness, accountability and trust between the police and the public. In many
situations officials are faced with difficult choices where there is no simple answer.
They must weigh different options and consider the consequences of their actions.
Ethical reasoning provides guidance in these situations and assists officials in
choosing the option that best protects the interests of all stakeholders. When police
officials understand ethical principles and apply them in their daily duties, they
strengthen professionalism and public confidence in policing. Therefore, ethical
decision making plays a central role in ensuring that policing is effective, responsible
and aligned with the values of society (PRF2601 Study Guide 2020).
2. Definition of Concepts
2.1. Ethics
Ethics refers to the principles and values that guide people in deciding what is right
or wrong behaviour in society. It provides standards that influence how individuals
act and how they treat others in different situations. In the context of law
enforcement, ethics helps officials to perform their duties with honesty, fairness and
accountability. Ethical behaviour ensures that police officials respect the law, protect
the rights of citizens and maintain public trust in the policing system (PRF2601 Study
Guide 2020).
2.2. Ethical decision making
Ethical decision making refers to the process of choosing actions that are morally
and legally acceptable when faced with a dilemma. It involves evaluating different
options, considering their consequences and selecting the course of action that
