FAR 5.203
1. publicizing and response times are calculated based on the date that the synopsis appears on
the Government Point of Entry (date notice appears on GPE)
2. Notices must be published atleast 15 days before issuance of solicitation
3. For Commercial Items, KO may establish shorter period of issuance or use a combined
synopsis and solicitation
4. We do it to increase competition, broaden industry participation, assist small business
concerns

1. KO Must establish a response time that will afford potential offerors a reasonable opportunity
to respond to each proposed contract action
2. 30 Days except for commercial items
3. 45 Days for R&D actions that exceed the SAT
