, QUESTION 1
1.1.
Green purchasing refers to the process of selecting goods and services that cause
less harm to the environment when compared to other options. It focuses on
choosing products that are energy efficient, produce less waste, and reduce pollution
during their use. The main idea is to reduce environmental damage at the point
where buying decisions are made. This means that buyers must think about how a
product affects the environment, not only its price or quality (Mkansi, McLennan and
De Villiers, 2019).
Green procurement is broader than green purchasing. It includes the full process of
planning, sourcing, evaluating suppliers, and managing contracts in a way that
supports environmental and social responsibility. It looks at the entire life of a
product, from how raw materials are obtained, how the product is manufactured, how
it is used, and how it is disposed of. This approach ensures that sustainability is
considered at every stage of the supply chain and not only during the buying stage
(Mkansi et al., 2019).
Green procurement also includes social concerns. It considers issues such as
worker health, fair labour practices, and the impact of production on communities.
This makes it an important part of sustainable supply chain management because it
balances environmental, social, and economic needs.
Evaluation of actions taken by China towards green public procurement
China has taken several strong steps to promote green public procurement, and
these actions show a clear commitment to sustainable development.
One important action is the introduction of policies and laws that support green
procurement. The Bidding and Tendering Law and the Government Procurement
Law guide how public purchasing should take place. These laws encourage
government departments to consider environmental impact when making
procurement decisions. This shows that sustainability is not treated as an optional
idea but as part of formal government practice.
