AND DECLINING BUSINESS PROFITS AT JUST-ICE RETAIL PARK,
ACRES CENTRAL BUSINESS DISTRICT, CONDUCTED ON BEHALF OF
MOPANI HOLDINGS TO INFORM REMEDIAL MANAGEMENT DECISIONS
1. TERMS OF REFERENCE
This investigation was commissioned on 01 March 2026 by Ms Khameli, Chief Executive
Officer of Mopani Holdings, at a management meeting held on the same date.
The undersigned, [Your Name], Chief Operations Manager at Mopani Holdings, was instructed
to conduct a thorough investigation into the operational and commercial challenges that
prompted several business operators to decline renewing their lease agreements at Just-
Ice Retail Park, situated on the outskirts of the Acres central business district (CBD). The
same investigation was to address the related concern of persistently low profits reported by
tenants still operating within the park.
The investigation covers the period from 30 January 2026, when the retail park manager first
received written notice of non-renewals, to the date of this report. Findings, conclusions, and
recommendations are to be submitted to Ms Khameli by 30 March 2026.
