● Operator Requirements: Each operator must ensure that navigational systems on
proposed routes or areas can navigate the aircraft with accuracy meeting Air
Traffic Control (ATC) standards and to the airports listed in the operational flight
plan, at the accuracy required for the operation.
● Day VFR Operations: In cases lacking adequate navigation references, the
Authority may permit day Visual Flight Rules (VFR) operations relying on
pilotage, contingent on terrain characteristics allowing safe navigation.
● Non-Visual Ground Aids: The Authority will specify in the operator’s operations
specifications the required non-visual ground aids for routes outside controlled
airspace, excluding those necessary for alternate airports.
● Night VFR Exceptions: Non-visual ground aids are not mandatory for night VFR
routes if the operator can demonstrate that adequately lighted landmarks are
reliably present for safe navigation.
● Specialized Navigation Approval: Operations involving celestial or other
specialized navigation methods require Authority approval.

9.4 AOC Maintenance Requirements
9.4.1.1 Applicability
● These certification and maintenance requirements apply universally to all Air
Operator Certificate (AOC) holders.
9.4.1.2 Maintenance Responsibility
● Operators are responsible for ensuring aircraft airworthiness and serviceability of
operational and emergency equipment through:
1.Conducting preflight inspections.
2.Correcting defects/damage per approved standards, using Minimum Equipment List
(MEL) and Configuration Deviation List (CDL) when applicable.
3.Performing all maintenance in line with an approved maintenance program.
4.Analyzing the effectiveness of the maintenance program.
5.Complying with operational and airworthiness directives and other mandatory
continued airworthiness requirements.
6.Managing modifications according to approved standards and establishing
embodiment policies for non-mandatory changes.
● The Certificate of Airworthiness must remain valid, respecting maintenance
conditions and expiration dates.
, ● Maintenance must be performed per Authority-approved procedures.
● Maintenance, preventive maintenance, and modifications must align with the
maintenance control manual and aviation regulations.
● Operators remain responsible for all work performed under maintenance
arrangements with third parties.
9.4.1.3 Reserved
9.4.1.4 Maintenance Control Manual (MCM)
● Operators must provide an Authority-acceptable MCM for maintenance and
operational personnel, designed with Human Factors principles.
● The MCM must include:
1.Identification of accountable managers and persons responsible for maintenance.
2.Procedures for maintenance responsibilities and quality functions.
3.Reporting procedures for failures, malfunctions, and defects, including immediate
reporting of critical failures such as structural or control system failures, fires, or any
imminent safety hazards.
4.Administrative agreements with Approved Maintenance Organizations (AMOs),
maintenance procedures, and release protocols.
5.Procedures ensuring aircraft airworthiness and serviceability of emergency
equipment.
6.Personnel roles and responsibilities for maintenance compliance.
7.References to maintenance programs.
8.Procedures for maintenance records management.
9.Monitoring and reporting maintenance and operational experience, especially for
aircraft over 5,700 kg.
10.Procedures to obtain and act on continuing airworthiness information from type
design organizations.
11. Implementation procedures for mandatory continuing airworthiness information.
12. Systems for continual monitoring and analysis of maintenance program
performance.
13.Applicable aircraft types and models covered by the manual.
14.Procedures to record and rectify unserviceabilities affecting airworthiness.
15.Procedures for advising the State of Registry about significant in-service
occurrences.
● The MCM must be reviewed and approved by the Authority, kept up-to-date, and
amendments promptly distributed to relevant parties.
