PHILIPPINE MIDWIFERY ASSOCIATION (PHILMIDAS) first midwifery association in the Philippines established in 1947.Established during the Silver Anniversary of the Maternity and Children's Hospital (Dr. Jose Fabella Memorial Hospital) School of Midwifery Atty. Angelina Ponce HEADED PHILIPPINE MIDWIFERY ASSOCIATION (PHILMIDAS) NATIONAL FEDERATION OF FILIPINO MIDWIVES (NFFM) Established in 1961, formally registered at the Securities and Exchange Commissions on August 22, 1961. Ms. Elisea Velasquez Loanzon , the acting President of the NFFM INTEGRATED MIDWIVES ASSOCIATION OF THE PHILIPPINES (IMAP) Later in 1976, the two organizations NFFM and PHILMIDAS were joined together through the help of Ricardo Gonzales, the merging resulted to the birth of IMAP. Corazon Paras HEAD OF IMAP Patricia Gomez Executive Director of IMAP Integrity, Motivation, Accountability, Professionalism IMAP CORE VALUES ACTIVE - graduate RMs with a right to vote AFFILIATE - members of graduating class with no voting privilege but is to be presented ASSOCIATE - a RN-RM can be a member but, she has no right to vote HONORARY - not necessarily a graduate RM but an individual who has rendered meritorious services in the development of the midwifery profession. TECHNICAL SKILLS Refers to the skills that a midwife should apply in performing the procedures assigned to her. COMMUNICATION SKILLS Are the skills of the midwife that should be used and applied in expressing her thoughts either orally or in written manner. ANALYTIC SKILLS Refers to the skills that are used in decision making of a midwife CATEGORY 2 - PRE-PREGNANCY AND ANTENATAL Competencies in this category are about health assessment of the woman and fetus, promotion of health and well-being, detection of complications during pregnancy and care of women with an unexpected pregnancy CATEGORY 3 - CARE DURING LABOR AND BIRTH Are about assessment and care of women during labor that facilitates physiological processes and a safe birth, the immediate care of the newborn infant, and detection of complications in mother or infant. CATEGORY 4 - ONGOING CARE OF WOMEN AND NEWBORN RA7392 SECTION 18 : QUALIFICATIONS OF MIDWIFERY APPLICANTS Jus Soli : born in the Philippines (place) Jus Sanguini : by blood RA 7392 SECTION 16 LICENSURE EXAMINATION.All applicants for registration as midwife shall be required to pass a written examination which shall be given by the Board of Midwifery in such places and dates as may be desiignated by the Commission RA 7392 SECTION 17 : SCOPE OF EXAMINATION RA 7392 SECTION 21: PASSING THE EXAMINATION To pass the board examination for midwives; a candidate nust obtain a general rating of seventy-five percentage (75%) in the written test with no grade lower han fifty percent (50%) in any five subjects. RA 7392 SECTION 22: REPORT OF RATING The board shall, within one hundred twenty (120) days after examination report the ratings RA 7392 SECTION 23 : OATH. All successful examinees must first take an oath of Professional before the Board, or a duly authorized official of the Commission, or any official authorized by law to administer the oath before entering upon the practice of the midwifery profession. RA 7392 SECTION 24 : ISSUANCE OF COR & PRC IDENTIFICATION CARD RA 2644 First midwifery law and Formulated in 1960 RA 7392 Philippine Midwifery Act of 1992.Formulated to repel (abolish) and revise the RA 2644 RULE II SECTION 3 : COMPOSITION. Board of Midwifery shall be under the direct supervision of the PRC. Appointed - by the president of the Philippines Recommended - by the Commissioner of the PRC Nominated - by the IMAP RULE II SECTION 5 : DISQUALIFICATIONS OF THE BOM. Members of the faculty, whether full time, part time, or lecturer, of any school, college or university where a regular course in Midwifery is taught; and RULE II SECTION 6 : TERM OF OFFICE OF THE BOM The members of the Board shall hold office for a term of three (3) years or until their successors shall have been appointed and duly qualified, without prejudice to reappointment for another term. Hold over - until someone takes over Ad interim - replace only the unattended years of appointment RULE II SECTION 7 : COMPENSATION OF THE BOM The Chairperson and the members of the board shall each receive the same compensation granted to the Chairpersons and members of the other boards under Commission as provided for in the Appropriations Act. RULE II SECTION 8 : REMOVAL OF THE BOM.Any members of the board may be removed from the office by the President of the Philippines, upon the recommendation of the PRC, after having been given the opportunity to defend himself in a proper administrative investigation conducted by the Commission. Neglect of duty - a continuous or prolonged failure of an officer to do or perform duties laid on him by the law. Incompetence - incapacity, inability or lack of qualification or fitness to discharge or perform duties Dishonorable conduct - behavior or acts that may be put shame or discredit a person. Unprofessional conduct - violation of the professional code of conduct. RULE III SECTION 9 : POWER, DUTIES & FUNCTION OF THE BOM QUASI - EXECUTIVE The BOM is hereby vested with the authority to implement or carry out the policy set out in the law or statute QUASI - LEGISLATIVE Set and promulgation of laws, rules and regulations QUASI - JUDICIAL Conducting a hearing or investigation in violations of Midwifery Act SUBPOENA - an order requiring a person to act as a witness or testify in courT Subpoena duces tecum - an order requiring a person to bring something or to produce documents before the court and if nee be, to testify to it. Subpoena ad testificandum - personal appearance to the court DISCRETIONARY POWER The right of an officer to exercise his judgment or discretion of what action shall be pursued MINISTERIAL POWER Performance of an officer of an act in a prescribed manner or in the obedience to the mandate of a legal authority ENABLING POWER - allowing something which the law undertakes to regulate with approval. (Ex: issuance/granting a successful candidate with cert. of registration.) DIRECTING POWER - To replace lose, destroyed or mutilated certificate or registration. (submit an affidavit of lost) DISPENSING POWER - Granting exemption from the general provisions of the RA 7392. (Ex: Exempting a certain person from taking the licensure exam) EXAMINING POWER - The board examines candidates desiring to become a RM to determine if they are qualified to practice midwifery. (Ex: conducting a yearly licensure examination RULE III SECTION 10 : MEETING OF THE BOMThe BOM shall hold regular meetings at least once a month within the Commission premises. A special meeting may be called by the Chairperson of any of its 2 members to consider deliberate or act upon urgent and important matter. The board secretary shall keep the minutes of the meetings and to be signed and certified as correct by the member of the Board present RULE III SECTION 11 : SUPERVISION OF THE BOM AND CUSTODIAN OF RECORDS.The member of the Boards shall be under the general supervision of the Commission (PRC). RULE IV SECTION 13 : SCHOOL OF MIDWIFERY To become a duly accredited and legally constituted institution for Midwifery education and training as provided for RA 7392, a school for midwifery must have applied and secured a permit to operate from CHED RULE IV SECTION 14 : MINIMUM ACADEMIC & PROFESSIONAL QUALIFICATION OF DEAN AND FACULTY. The qualification requirement for principal/dean and faculty member of midwifery schools in the Phil. Shall be those prescribed under CHED Memo no. 33-2007 on the PSG for midwifery education, or in such other subsequent issuance as may hereinafter be promulgated by the CHED RULE IV SECTION 15 : SUBMISSION OF LIST OF FACULTY AND GRADUATES.All midwifery colleges/schools shall submit the list of their faculty members and CI, together with corresponding Cert. of Registration numbers, dates of issuance and expiration, and relevant trainings to the BOM and PRC before the commencement of each school year RULE IV SECTION 25 : REGISTRATION OF NURSE-MIDWIFE. CORs may be issued to Registered Nurses who passed the MLE, provided: that the nurse before being allowed to take the said exam must show evidence to the BOM of having actually handled the required cases, as certified to by the director or chief of a duly registered or recognized hospital or by the proper municipal city or provincial health officer. RULE IV SECTION 26 : REFUSAL TO ISSUE CERTIFICATE OF REGISTRATION.The BOM shall refuse to issue a COR to any person who has been Convicted by the court of competent jurisdiction of any criminal offense involving moral turpitude; RULE IV SECTION 27 : REVOCATION & SUSPENSION OF COR AND CANCELLATION OF SPECIAL / TEMPORARY PERMIT RULE IV SECTION 28 : RE-ISSUANCE OF REVOKED CERTIFICATE OR REPLACEMENT OF LOST COR The Board may, for reasons of equity and justice and upon proper application therefore; reissue the COR upon payment of dues, and in so doing, may exempt the applicant from taking the requisite examination. RULE V SECTION 30 : FINALITY OF BOARD'S DECISION The decision of the Board in an administrative cas shall become final and executory after fifteen (15) days from notice, there being mo appeal perfected. RULE V SECTION 31 : PRACTICE OF MIDWIFERY RULE V SECTION 32 : SPECIAL RULES ON THE SUTURIING OF PERINEAL LACERATION AND IV INSERTION. Midwives must have the adequate academic preparation and training in the areas of suturing of perineal laceration and/or insertion of IV fluid in order to ensure competency in the performance of such procedures. RULE V SECTION 34 : CODE OF ETHICS AND CODE OF TECHNICAL STANDARD. The practice of Midwifery shall be governed by the highest standards of professionalism, with the aim of promoting public welfare and the ideal standards of professional care. For this purpose, a Code of Ethics and a Code of Technical Standard for the Professional Practice of Midwifery shall be issued by the Board. RULE V SECTION 35 : MANAGEMENT OF BIRTHING CENTERS/HOMES - The board, in coordination with relevant government agencies, APO and other stakeholders, shall prescribed the rules governing the roles and responsibilities of Midwives in the management of birthing clinics / establishments RULE VI SECTION 36 : CONTINUING PROFESSIONAL DEVELOPMENT.It shall be the morals and ethical obligation of every midwife to keep abreast with the latest trends and technology in the practice of the profession through attendance in CPD programs and activities. RULE VII SECTION 37 : INHIBITION AGAINST THE UNAUTHORIZED PRACTICE OF MIDWIFERY. No person shall practice or offer to practice Midwifery in the Philippines, as defined in RA 7392 and this IRR, without holding a valid COR and PIC as a midwife.
