Introduction
Service provision in a community library refers to the planned and professional
delivery of information, guidance, and support services that meet the needs of users.
In a semi urban community with socio economic challenges, the role of the library
extends beyond access to books and computers. It includes empowering users to
find, understand, and apply information in their daily lives. In this context, effective
service provision requires not only access to resources but also meaningful
engagement with the community and structured user support programmes. This
essay critically discusses the concept of service provision, the prerequisites for
effective delivery, the hierarchy of user services, and the importance of user
guidance. It also evaluates how professionalisation, professionalism, and ethical
responsibility shape quality library services.
Meaning of Service Provision in Community Libraries
Service provision in libraries involves offering a range of services that support users’
information needs, including access to materials, user education, and advisory
support. In community libraries, service provision must respond to local realities such
as unemployment, limited education, and low information literacy levels. This means
libraries must act as centres for learning, development, and empowerment rather
than only information storage facilities (Fourie & Meyer, 2016).
In the given scenario, the library’s services are informal and poorly attended. This
indicates a lack of structured service provision. Effective service provision should be
user centred, needs based, and aligned with community development goals. It
should also include programmes such as information literacy training, career
guidance, and digital skills development (IFLA, 2018).
