Cardinal Rule 3 - ✔✔✔-Rail Operations Control Center (ROCC) shall never authorize rail vehicle
movement in the opposite direction of normal traffic flow without confirmation of clear track.
Cardinal Rule 4 - ✔✔✔-There shall be a dedicated Watchman/Lookout anytime there is rail
vehicle movement within any work zone or when work is conducted on an "active" revenue
track.
Cardinal Rule 5 - ✔✔✔-There shall be no fouling of the Authority Roadway unless it is
ABSOLUTELY necessary to perform your job.
Cardinal Rule 6 - ✔✔✔-There shall be no clearing of Roadway Workers or equipment to any
track at any time.
