MAJOR FUEL OIL LEAK (MMFOL) - ✔✔Respond IAW MFOL
- No controlling actions
Immediate Actions:
- Report casualty, man space, deflect to bilge, cover with AFFF (at least one minute)
- Attempt to isolate oil leak.
- If required, secure affected fuel oil service tank suction and return valves.
- If required, EOOW will order AMR/MMR to open emergency seawater cooling supply cutout
valve for affected engine
- Personnel should carry EEBD

Heat Stress:
What is PHEL? - ✔✔PHEL:
Physiological Heat Exposure Limit.
NAVOSH 5100.19 series Chp B2
Levels 1-11.
MCM PHEL
- I: Routine Watches
- II: Casualty Control Exercises
Times can only be extended by CO in an emergency.
If PHEL curve of 4-6, and if dry bulb is greater than or equal to 85 degrees F, heat stress survey is
required.
Heat Stress: What PHEL Curves do we use? - ✔✔Curves 1-6.
4-6 + 85F = heat stress survey required
We use curves 1 and 2.
, Heat Stress: How do you conduct a heat stress survey? - ✔✔Observe the Dry Bulb
thermometer is no less than 6 inch from the overhead and at least 2 feet from any ventilation,
and take readings whenever ship is underway.
Record on paper log, have the supervisor review, and then circle any questionable readings in
red.
Heat Stress: Required Heat Stress Surveys? - ✔✔1. Dry bulb is greater than or equal to 100F
and it is a watch of 4 hours or less
2. Dry bulb greater than or equal to 90F and watch greater than 4 hours
3. PHEL curve of 4-6 + temp greater or equal to 85F
4. Space where heat stress casualty recently occurred
5. ETT drills lasting longer than 3 hours
6. At CO discretion
7. As required for follow-on
Heat Stress: Wait time for DB? - ✔✔Heat Stress surveyor must conduct WBGT in workspace
after meter has been in space 10 minutes.
As meter is moved from one site to another, meter should be at each site for 5 minutes for
stabilization of first reading DB in the series to be taken.
