You are a registered social worker (invent a registration number), living in a house with your family. Your address is: 78 Boom Street Comsvalley, Gauteng. Across the street from your house, number 79, a curious family resides. You do not know them as friends but see them often individually from time to time. The woman of the house across the street (Ms A Busy) often appears drunk on the street, and you have noticed that men often come and go during the day in and out of Ms Busy’s house. You have never smelled food being cooked in that house, except for often take-away deliveries made to the house by Mr Delivery. Her husband (Mr B Busy) works at the local factory. He works shifts and if he is not working during the day at his formal employer’s premises, he does extra work at a local mechanic shop. He is thus seldom at home, but he appears to be a good man trying to provide for his family. Because he is seldom at home, it is apparent that there is no close relationship between Mr Busy and his children. Joe Busy is 16 years old. He is a high school drop-out and is most of the time high on some substance, possibly alcohol or drugs, but you are not sure. Joelene Busy is 10 years old. She is a quiet little girl with big eyes who clings to her doll but seldom speaks. She seems scared whenever Ms Busy sees her and is also much smaller than other children of her age. At the back of the house is a wooden house (A Wendy House) in which the granny of the Busy family (Ms C Busy) lives. She is extremely thin, old and fragile and always seems very unhappy. She seldom leaves her little house, which basically consists of one room. On the Friday evening mentioned above, you heard a loud scream from the Busy household. You ran over to their house and looked through a window. It seemed to you that Ms Busy was drunk and unstable on her feet. Her speech also appeared slow and she slurred when she spoke. Her husband was shouting at her and hitting her with a long object. The little girl was also in the room, clinging to her doll. She was looking at her parents with scared and terrified eyes. You made an attempt to enter the house but couldn’t. You walked around the house to the back door and discovered the son lying on the kitchen floor, seemingly unconscious and high again…. The noise must have woken the granny who came out of her room, looking disorientated. You called the police. The Police took control of the situation. Mr Busy was arrested for what appeared to the police as an incident of domestic violence and assault. He was released on bail the following day. A month or so later, you are approached by a family advocate from the Gauteng High Court, Adv AJ Botha, to compile a report in your capacity as a social worker. Ms Busy is at that time persuing her option to divorce her husband. The Busy couple agreed to mediation. YYou made an attempt to interview the children, but they were unresponsive and refused to talk about what happened.

2. SOURCES OF INFORMATION

Information contained in this report is based on direct observation of the family over
time, the incident that occurred on 20 September 2026, and an attempted interview
with the child. The child was not willing to communicate verbally. Observations of
behaviour, physical condition, and environmental factors were therefore relied upon.



3. BACKGROUND INFORMATION

Joelene Busy is a 10 year old minor residing at 79 Boom Street, Comsvalley,
Gauteng, with her parents and older brother. The home environment appears
unstable and unsafe. The mother, Ms A Busy, frequently presents as intoxicated and
demonstrates poor caregiving capacity. There are also indications of neglect, as
there is limited evidence of regular meals or structured care within the household.

The father, Mr B Busy, is mostly absent due to employment demands. Although he
appears to provide financially, he is not actively involved in the emotional care of the
