1. PURPOSE OF THE REPORT
This report is compiled at the request of the Family Advocate to assist the Court in
determining what will be in the best interests of the minor child, Joelene Busy, during the
pending divorce proceedings between her parents. The report focuses on the safety,
emotional well being, and developmental needs of the child in line with the Children’s Act
38 of 2005 and relevant social work legal principles .

2. SOURCES OF INFORMATION
Information contained in this report is based on direct observation of the family over
time, the incident that occurred on 20 September 2026, and an attempted interview
with the child. The child was not willing to communicate verbally. Observations of
behaviour, physical condition, and environmental factors were therefore relied upon.
3. BACKGROUND INFORMATION
Joelene Busy is a 10 year old minor residing at 79 Boom Street, Comsvalley,
Gauteng, with her parents and older brother. The home environment appears
unstable and unsafe. The mother, Ms A Busy, frequently presents as intoxicated and
demonstrates poor caregiving capacity. There are also indications of neglect, as
there is limited evidence of regular meals or structured care within the household.
The father, Mr B Busy, is mostly absent due to employment demands. Although he
appears to provide financially, he is not actively involved in the emotional care of the
