The Land Ordinance Act of 1785 Adopted by the Continental Congress of the U.S. under the leadership of Thomas
Jefferson which established that all new territories would be measured under the
Public Land Survey System (PLSS) for the purpose of selling the land to pay for
the revolutionary war debt.
