an appeal must be submitted within 5 working days to the next higher level
commander in the chain of command, an appeal must be submitted by the
MAP assigned marine in writing
Neck measurement procedures:

1. with head straight forwards and chin parallel to deck, place curves
portion of self-tensioning device on the right neck muscle so it conforms to
the natural curvature of the neck muscle. the tape crosses the bottom of
the larynx and is perpendicular to the long axis of the neck
2. place rod at the end of tape into slot of the self-tensioning device then
press the button so the tape retracts to a snug fit
3. record, rounding up to nearest 1/2 inch
