Training Needs Assessment
Introduction
The Army Air Force Exchange Service (AAFES) on Yokota Air Base, Japan operates
numerous fast food franchises. Recently, a high number of safety incidents have been occurring
involving knifes and cutters. On the surface it appears that supervisors are not enforcing
standards but there are also rumors that other employees mock those we decide to use the
provided personal protection equipment (PPE). New employees are not receiving any level of
standardized orientation or given an explanation of their job and safety requirements. The goal is
that some form of standardized in-house safety training can help to combat these issues
(NovaOnline, n.d).
The purpose of this training needs assessment (TNA) is to find exactly what is triggering
this avoidance to use PPE by the food service workers in these franchises and set goals moving
forward. Ensuring managers and supervisors understand the importance as well as what
corrective actions can be taken to prevent these incidents is also important. Additionally,
information from this assessment could be applied to other food service operations on Yokota Air
Base to increase the level of safety more broadly (Watkins, Meiers, & Visser, 2012).
Training Outcomes
1. Managers and Supervisors will strictly enforce the usage of PPE and reprimand
individuals that decide not to use it.
2. Food Service Workers will understand the importance of PPE and make the decision
to utilize it when necessary.
3. The overall Incident Frequency Rate (IFR) will begin to decline immediately after the
training is carried out.
