1. INTRODUCTION

within a structured organisational environment where managers must use authority
responsibly while ensuring that resources are used effectively and efficiently to
achieve strategic objectives . In South Africa, managers within government
departments face increasing pressure to improve productivity, address service
delivery failures and respond to social and economic demands affecting
communities. Poor leadership, political interference, weak accountability systems
and inadequate planning continue to affect public sector performance negatively
(Masuku & Jili 2019). This discussion evaluates the diverse duties of managers
within the Department of Home Affairs and examines how managerial responsibilities
influence productivity and service delivery. The discussion also assesses major
challenges managers experience while pursuing strategic departmental objectives.
2. DIVERSE DUTIES OF MANAGERS IN THE DEPARTMENT OF HOME AFFAIRS
2.1 Leadership and Staff Guidance
Managers within the Department of Home Affairs are responsible for directing
employees towards institutional objectives while maintaining discipline, accountability
and professionalism. Leadership duties involve motivating employees, improving
communication and ensuring that staff members understand departmental
expectations and service standards (Stroh 2021). Effective leadership improves
employee commitment and contributes towards better public service delivery
outcomes. Poor leadership weakens morale, increases workplace conflict and
, negatively affects productivity levels within public institutions (Mbandlwa & Mishi
2020).
Managers within Home Affairs also influence organisational culture through ethical
conduct and responsible decision-making. Leadership responsibilities require
managers to create stable working environments where employees remain focused
on serving communities efficiently. Strong leadership contributes towards shorter
waiting periods, improved customer relations and reduced administrative delays
within the department (Ndevu & Muller 2018).
2.2 Planning and Strategic Direction
Planning remains one of the most important managerial duties within public
institutions because managers must identify departmental priorities and allocate
resources appropriately. Managers within Home Affairs develop operational plans
that support strategic goals such as improving identification services, reducing fraud
and modernising digital systems (Stroh 2021). Planning also assists managers in
preparing for population growth, increased migration and growing service demands
affecting the department.
Strategic planning supports better coordination between different units and
strengthens accountability regarding departmental targets. Effective planning
improves resource utilisation and allows managers to identify possible risks before
they affect service delivery negatively (Schoeman, Donaldson & Seaman 2023).
Weak planning often results in long queues, delayed document processing and
public dissatisfaction regarding government services.
2.3 Decision-Making and Problem Solving
Managers within public departments make decisions daily regarding staffing,
budgeting, operational procedures and service delivery priorities. Decision-making
requires managers to evaluate alternatives carefully before selecting the most
suitable course of action to solve institutional problems (Stroh 2021). Rational
decision-making contributes towards improved efficiency and supports achievement
of strategic objectives.
