1. TERMS OF REFERENCE
On 1 May 2026, Ms Thando Morule, Student Support Manager at Marara Technical College,
requested Ms D Motle, Administrative Officer, to conduct an investigation into the functioning of
the Open Learning Bursary Scheme. The investigation aimed to determine how the bursary scheme

2. PROCEDURES
The following procedures were followed in gathering relevant information:
2.1 The Chief Financial Officer of the Open Learning Bursary Scheme, Ms Owen, was consulted to
establish the criteria used in selecting eligible students for funding and to determine the progress
made in processing applications.
2.2 A meeting was held with ten Student Representative Council leaders to establish the effects of
bursary challenges on students and identify possible support measures.
2.3 Questionnaires were distributed to students at different programme levels to identify which
student groups were severely affected by inconsistencies in bursary allocation.
2.4 Discussions were conducted at a local radio station involving three Student Representative
Council members, a representative from the college finance office, and the Open Learning Bursary
Scheme manager to identify possible solutions to student funding challenges.
