threshold except for the limited circumstances defined therein.

GPC transactions using this authority are not micro-purchases.
This is a process using Simplified Acquisition Methods above the micro-
purchase threshold up to $25,000 outside the United States (U.S.) and
outside U.S. Jurisdictions. The GPC may be the procurement instrument for
commercial item supply/services purchases exceeding the micro-purchase
threshold but not exceeding $25,000, if the purchase is made outside the
United States and U.S. jurisdictions for use outside the United States and
U.S. jurisdictions. For the complete requirements to use the GPC in this
instance, see DFARS subpart 213.301.
CHs and A/BOs using this authority are required to receive additional
training on competition and other requirements prior to making any
purchases.
