, Abstract
Responsible Beverage Service (RBS) training equips alcohol servers with the scientific knowledge
and practical skills necessary to prevent alcohol-related harm, including underage drinking, over-
service, and impaired driving. This paper provides a comprehensive review of the core competency
areas required for RBS certification, organized into six thematic domains: the pharmacokinetics
of alcohol absorption and metabolism, Blood Alcohol Concentration (BAC) and its influencing
factors, identification and carding procedures, clinical recognition of intoxication and service refusal
techniques, legal liability and regulatory frameworks including Dram Shop laws, and emergency
response protocols for alcohol poisoning. Each domain is examined through the lens of current
regulatory standards and evidence-based best practices, with emphasis on the legal drinking age of
21, zero tolerance provisions, and the legal obligations of servers and establishments. The findings
reinforce the centrality of proactive, knowledgeable service as a public health strategy for reducing
alcohol-related morbidity and mortality.
