Answer: chercher a titulariser le contractuel : c'est une l'ouverture
d'un plan de titularisation avec certaines conditions (dispositif
ouvert 4 ans reconduit 2 fois jusqu'en 2020) qui a donne lieu a 23
000 titularisations dans la FPT meme si il est en place pendant 8 ans
mais on voit le developpement des contrats et des CDI (services
discontinus peuvent etre englobes)...besoins temporaires) les
conditions ont ete assouplies pour le CDI et l'hypothese de
recrutement des contractuels = l'ambivalence est d'assurer/reduire
les contractuels.

Answer: relative a la deontologie des agents publics, proroge le
dispositif de Sauvadet par ce texte pour faire en sorte que les
contractuels soient titularises, il faut en faire le principe mais ça
securise leur situation sans aussi les titulariser et confirmation du

,dispositif de ? et faire entrer le contractuel dans le statut et liste de
dispositions du statuts applicables aux contractuels.

Answer: Emmanuel Macron alors qu'il annonçait la suppression de
120 000 fonctionnaires (n'as pas ete fait) : tendance liberale et
volonte de trouver de la souplesse dans le statut : dialogue plus
strategique et efficace. On a recours au contrat pour ouvrir ses
possibilites.

3800 emplois sont ouverts a contrat. Pour la FPT : DGS/DGA/DST
agent recrute par deux voies (poste de confiance) possibilite du
contrat mais pour le faire il y a des seuils de population : seuil de 80
000 habitants est baisse a 40 000 habitants.

Answer: EPCI et commune de moins de 15 000 habitants peuvent
pourvoir leur emploi aux contrats pour FPT et pour FPE limitee.


◉ creation d'un nouveau type de contrat « contrat de projet ».
Answer: article L332-24 et suivants CGFP inspire du secteur prive
pour accompagner le montage de certaines operations : droit public
pour mener a bien un projet ou une operation dont l'echeance est la
realisation du projet. Le CDD a une duree minimale fixee a 1 an et
maximale de 6 ans : c'est un emploi temporaire.


◉ La rapport Cour des Comptes 2023.
Answer: La creation indemnite de precarite qui vise les CDD de
courte duree versee 1 mois apres tant 10% du contrat = a 10% de la
remuneration brute globale perçue pdt le contrat.
