Onderwerp: geschiedenis van de immigratie in Nederland

De hoofdvraag: hoe hebben de tumultueuze ontwikkelingen van het afgelopen decennium
migratietrends, -beleid en -debatten in Nederland beïnvloed?

Eerst wordt in de inleiding kort een soort samenvatting gegeven van de grootste
beleidsveranderingen/ houdingen. Dan beginnen ze over grote ontwikkelingen in het migratiebeleid:
een nieuw beleidsgebied: de EU, familie migratiebeleid, Asielbeleid, Werkmigrantbeleid.

Vervolgens: Nederlandse immigrantenpopulatie en migratietrends, immigranten rechten en hun
deelname in het publieke leven en als laatste worden publieke en media discours over migratie
besproken met natuurlijk een conclusie.

Inleiding: Tot de late 1990s was Nederland open voor migranten. Na 1990 komt er een restrictiever
migratiebeleid. Begin 1990 kwam er wel al een focus te liggen op integratie en werd een sociaal
economische bijdrage en participatie van migranten belangrijk gevonden. Na 2000 was er een
radicale draai door 9/11 en de moord op Pim Fortuyn en sinds toen speelt anti-immigrant politiek
een significante rol in onze politiek.

Hoewel er grote politieke veranderingen hebben plaatsgevonden afgelopen decade, is het
totaalplaatje bescheidener en de jaarlijkse migratie blijft ook nog steeds stijgen.

Grote ontwikkelingen in migrantenbeleid: Het intense debat over migratie heeft geleid voor meer
restrictieve beleidshervormingen, voor met name familiemigranten. Voor asiel en arbeidsmigratie is
het beleid vooral gericht op efficiëntie en selectiviteit i.p.v. uitsluiting. Tegelijk is de impact van de EU
groter geworden, waardoor Nederland zijn regels rondom het migratiebeleid soms moet
versoepelen. (Vinden veel rechtse politici niet leuk, bang dat de nationale soevereiniteit eronder gaat
leiden)

Sinds 2000s wordt familiemigratie gezien als het meest problematisch (lage SES, veel instroom, vaak
culturele verschillen). Het werd gezien als falende integratie. Er volgen strengere maatregelen:
inkomen vereiste, leeftijd en niveau examen omhoog. Deels werden strengere maatregelen
tegengehouden door de EU.

De Asielinstroom is gezakt sinds 2000s, maar de regering zet zich wel in om de tijd van
asielprocedures te verminderen en het proces te vereenvoudigen. Nu: Iedereen krijgt een tijdelijke
verblijfsvergunning die na 5 jaar permanent kan worden. (procedures gericht op betere status
verminderen). In 2010 is de asielprocedure ingrijpend verandert. Normaal beslissingen binnen 6
mnd. Sinds 1994 4-6 dagen voor ongegronde zaken die vaak daarna werden afgewezen. 2010: rust en
voorbereidingsperiode aangeschaft, waarbij iedere asielzoeker 6 dagen voor de procedure een
juridisch adviseur ontmoet, medisch onderzocht wordt en er een documenten en identiteitscontrole
