This report is about the improvement of the job market for higher professional education graduates. It is
very important for the whole society of the Netherlands that there are enough chances on the job
market to develop themselves. The government of the Netherlands is able to influence the job market
and that is the reason why I write my advice to the government. Over the last few years the job market
has improved. The target of this research is to provide the government of an advice about how they can
maintain this improvement. The main question is: “How can the position of the job market for higher
professional education graduates be improved?”.
Desk research has been done. It means that the information has been collected with help from the
internet. In this report, attention has been paid to the reliability of the bibliography.
The first sub question is: “What is the job market and what does it consist of?”. The job market is the
interplay between supply and demand. Supply is the amount of people who are able to work and also
want to work. Demand means the number of jobs which are available. On the job market there will
always be developments, this causes that there will never be a balance between supply and demand, the
amounts will never be exactly the same.
The topic of the second question is the influence of the job market to the economy of the Netherlands.
Some aspects of the job market are explained. Also, the consequences of these aspects to the economy
of the Netherlands are described. For example, when there is a salary increase, more people are
motivated to find a job. This is an aspect of the job market, but it also is a great development for the
economy.
The third part of this report is about the developments which are currently on the job market for higher
professional education graduates. The graduates find a job more quickly and they also earn a higher
payment for their job. Another development on the job market is a massive demand of IT-professionals.
The last evolution that is described, is that there are more possibilities for higher professional education
graduates to study on a university.
The fourth sub question is about the current situation of the unemployment of higher professional
education graduates and also what causes this unemployment. The unemployment has decreased over
the last four years. This is shown in a figure in the full version of the report. The positive evolution of the
unemployment is related to the other developments. For example, if the graduates find a job more
quickly, the unemployment will reduce because it is related to each other.
In the explanation of the fifth sub question, this is also the last sub question, it is about the possible
actions which can be done by the government of the Netherlands to improve the job market. Out of
these measures, there are chosen two and these actions are explained in the conclusion below.
The conclusion is that the government should implement two of the measures out of the last sub
question. The first action means that the government has to anticipate on the development of the IT-
professionals. The other measure is about the sector of art. This is because of the unemployment, as said
before, the unemployment has decreased in 2017 for all higher professional education graduates, except
the graduates who studied art as a subject.
The advice also consists of two actions. But the advice is about how the government can implement
these changes into the society. At all educations there must be a subject IT, which is compulsory for
every student. This measure causes that more students dispose of knowledge about the IT.
The other advice is that all the art studies have to work with centralised and decentralised lotteries. It
means that every art study has a maximum of students.
