ASSIGNMENT1. () By Submitted in partial fulfilment of the requirements of the DVA2601 Module At The University of South Africa Student number: Introduction Development project planning refers to the predetermining of a vision, mission, policies and programs in all facets of life such as social, human, environmental, political, economic and technological factors as well as means to achieve them. Planning is essential for allocation or utilization of scarce resources to improve the standard of living. Pretty (1994) defined development planning as an exercise within which government chooses social objectives and then set various targets and finally organize a framework for implementing, coordinating and monitoring development. The difference between directive and interactive project planning Directive planning Directive planning is rigid and inflexible in nature, usually the environment for the project is known, predictable and also controllable. According to Nolan (2002:98) Directive planning also called Blueprint, indicates that directive plans are drawn up in advance and implementation occurs in a linear, sequential fashion. Directive planning exhaustive analysis assists in the understanding of complex problems, and that there will be a direct link between government policy, action and outcomes. With this approach planners make assumptions about the project environment; Project decisions taken during design and implementation are relatively ‘pure’ and can be made in terms of a few controllable variables, usually of a quantitative nature (Debeer et al, 2019). The approach is successful in the major physical projects that rely heavily on capital investment and are undertaken in a stable environment where the effects and impact are predictable. Debeer et al (2019:22) Emphasises that one of the advantages of using a blueprint approach is that it is relatively easy to obtain the necessary information on which to base the project as the circumstances can be easily controlled and the outcomes readily achieved. The conditions are also fairly stable and predictable. However, Failure of some projects can be directly attributed to the inflexibility of blueprints. The local context is not considered and local people are not involved in the directive planning approach.
