Nursing Diagnosis Statement: The nursing diagnosis identified for the community of Belmont County, Ohio is: Disaster Preparedness: Increased risk for COVID-19 exposure among residents of Belmont County, Ohio related to lack of compliance with CDC COVID-19 precautions as demonstrated by public defiance of mask wearing, social distancing and proper hand hygiene. B1. Health Concern Linked to Target Population Healthy People 2020 defines a health disparity as “a particular type of health difference that is closely linked with social, economic, and/or environmental disadvantage. Health disparities adversely affect groups of people who have systematically experienced greater obstacles to health based on their racial or ethnic group; religion; socioeconomic status; gender; age; mental health; cognitive, sensory, or physical disability; sexual orientation or gender identity; geographic location; or other characteristics historically linked to discrimination or exclusion (Healthy People 2020, n.d.). The major health disparity identified in Belmont County, Ohio is linked to the over all culture and mind set of the area. The county is located on the eastern side of the state along the Ohio River. A largely rural area, it consists of factories/plants, coal mines and farms. There is an old school, tough mentality throughout the county. The residents are “set in their ways” and change is difficult for them to embrace. The past 10 years the county has delt with the influx of gas and oil workers migrating to the area, creating a new cultural diversity. Barnesville Hospital located in Belmont County, Ohio conducted a Community Health Needs Assessment according to the 2010 Affordable Care Act and identified substance abuse, obesity & diabetes and mental health as the top three priority health care needs of the community. The previous assessment of 2016 also identified access to health care as a major concern. Residents are reluctant to seek out medical care and follow early prevention measures set in place. During my windshield surveys of local markets, shopping centers and social media, it is obvious the general population is noncompliant with mask wearing, social distancing and hand hygiene. Many residents experiencing COVID 19 symptoms will not get tested or follow the quarantine guidelines unless they become seriously ill. They also continue to go to work and socialize with friends increasing the risk of spreading the virus. B1a Primary Community Resources and Primary Prevention Belmont County, Ohio follows the CDC recommendations for the state of Ohio. Governor Mike Dewine has a daily news broadcast that can be watched on local news stations as well as on social media. He updates and reinforces the guidelines for the state of Ohio. The guidelines can also be viewed on the Ohio Department of Health website, along with an informational hotline number that is available 9 a.m to 8 p.m daily, including weekends (Ohio Department of Health, n.d). Masks are to be worn in public areas and social distancing maintained. Anyone traveling outside of the state of Ohio, or entering the state is urged to selfquarantine for 14 days. B1b Underlying Causes of Health Concern COVID-19 made an abrupt appearance and little information was initially known about the epidemiology of the virus. Conflicting information was being spread throughout the area, creating confusion and frustration. A large knowledge deficit caused most residents to ignore
