counselors.
• Understand how these rights, responsibilities, and accountabilities influence
the counseling profession.
The Practice of Counseling
The Philippine Guidance and Counseling Association, Inc. (PGCAI) is the primary
institution regulated by the Professional Regulation Commission (PRC) to oversee
the ethical practice of counseling in our country.
Beginning counselors are required to pass the board exam administered by the PRC
before they can offer guidance and counseling services.
Two important documents that stipulate the rights, responsibilities, and
accountabilities of Filipino counselors:
• Guidance and Counseling Act of 2004
• Code or Manual of Technical Standards for Registered and Licensed
Guidance Counselors
