Panday Sining is known as a group of collective artists in different school
nationwide which aims to create art as a medium progressive freedom of
expression. I do not stand the way they make vandalism and call it graffiti art
as an excuse for freedom of expression. I understand that every individual or
group of people has the ability to express their emotion, belief, ideas
regarding different issues that the government encompasses. However,
there are a lot of ways on expressing freedom of expression without
damaging private and public property. I believe that the graffiti art made by
the group of panday sining in the underpass doesn’t count as street art at all
and it will fall as vandalism.
Vandalism is defined in Merriam Webster as “wilful or malicious destruction
of public or private property”. While the under the Senate Bill definition of
terms in Sec. 2 Prohibiting Acts of Vandalism or known as “ Anti-Vandalism
Act of 2009” states that , “the act of doing any of the following such as
writing, drawing, marking, inscribing, on any public property or private
property, any word, slogan , drawing, mark, caricature, mark, symbol without
the written authority of an authorized officer or representative of the
Government or any statutory body of the armed force or the national police
present in the Philippines in the case of public property, or without the
written consent of the owner or occupant in the case of private property shall
suffer penalties”. The Bill is clear with regards to the action that may be
penalized to those who commits these act. On November 24, 2019, over
9,000 people have signed the petition calling the Manila City government to
