Police reform act 2002

The police reform act was created in 2002 and brought police community support officers along with
it, these officers were created to deal with smaller issues in communities. For example these crimes
could be situations such as anti-social behaviour. These officers are able to deal with these situations
and that allows other types of officers to deal with larger more threatening crimes. This act allowed
more police powers to come in place, for example the officers were now allowed to confiscate
vehicles and take blood from unconscious drivers. This act also allows all police to have the same
power and treatment, for example despite the rank of the officer they will be sentenced to the same
amount of time if they were to act in a crime, they would receive the same help if they was suffering
from trauma.

In 1988, the Crime Disorder Act was enacted. Designed to reduce the overall number of sex crimes
and anti-social behaviour, this policy was implemented. The restriction that children under the age
of 10 may not be arrested for criminal behaviour was repealed by this law. As part of this act, two
new orders were issued: a parenting order and a child safety order. Along with the legislation came
the Anti-Social Behaviour Orders (ASBOs), which were meant to safeguard the public from anti-social
behaviour.

The next act is criminal justice act 2003.this act was made to make our streets safer for the
community, it was also to make provision for our civil proceedings. The main intention of this act
was to modernise the criminal justice system, this act allowed the “double jeopardy” rule to be
scrapped making sure a convict is not trailed twice for the same crime. This act also increases the
‘magistrates’ sentencing power to 12 months. The minimum sentence for murder of another human
has also been increased to 30 years due to this act.

Originally passed in 2003, the Anti-social Behaviour Act focused on various types of anti-social
behaviours in local communities. As part of the new provisions, police officers were granted the
power to disperse large groups of more than two people. They also were granted the authority to
order teenagers under the age of 16 to return home after 9pm. Additionally, the act created 'on the
spot fines' that can be issued for different types of anti-social behaviour, such as noise and graffiti.
The sale of spray paint to anyone under the age of 16 was also banned with the goal of reducing the
amount of graffiti.

Orders

A child safety order applies when a child has committed an offence or broken a curfew, they can be
placed under the supervision of a youth defending team. A compensation order is where an offender
has to pay compensation to their victim if they have suffered an injury or received damage to any of
their personal property because of the other person. the anti-social behaviour act is a civil order
which is used to protect the public from this behaviour. ASBO’s can be given to both adults and
children. A parenting order is a court order, this order supports and guides parents, the aim of this
order is to raise children to avoid getting into trouble and to attend school. Reparation order is a
non-custodial sentence of a court which will be overseen by a member of the youth offending team.
This order aims to help and guide youths between the age of 10-17 in hope to stop them committing
further crimes
