A faction as stated by The Federalist paper, "...whether amounting to a majority or a
minority of the whole, who are united and actuated by some common impulse of
passion, or of interest, adverse to the rights of other citizens, or to the permanent and
aggregate interests of the community." This meant that it would be a political gathering
(otherwise known as a political party) of people that were united based on a common
case, they also didn't care for the right of other citizens.

Factions are a risk to the government because as a cohesive group, they could destroy
