Introduction

Relevance. We live in a modern democratic state in which the process of development, formation and
reconstruction of the old state mechanism is constantly taking place. The pace of life is changing, the
views on different areas of our life are changing, and all this requires its improvement in various
structures of the state, including its bodies. In this process, it is very important for society to understand
the place and role of all organs of the state apparatus in governing the state, specifying and dividing
their powers. And with the advancement of a national goal - the creation of a rule of law state, the issue
of the functioning of the state attracts close attention of domestic legal theorists.

The state cannot exist outside and without the state mechanism. The mechanism of the state, covering
all state bodies, directly personifies the state, represents its real materialized embodiment, its essence.

,The relevance of this topic is due to the fact that it is directly related to our life, since the mechanism of
the state is a set of interrelated organs through which it influences various spheres of human life and
society.

At present, our country is a state of law, but we are not in the best position within the framework of this
concept, in order to improve the state of our state of law, it is necessary to pay a lot of attention to the
issue of separation of powers between state bodies. Therefore, this topic is relevant today, and in our
days, and at all times. [7, p.31]

Each state body is engaged in certain tasks of state power, corresponding to its competence.

Thus, the entire system of the mechanism of power must work in concert, dividing the spheres of
regulation, covering all aspects of society, otherwise the whole range of tasks of the state will cease to
be fulfilled.

Practical significance. The relevance of this issue is undeniable, since the process of development and
improvement of the quality of work and functioning of the state apparatus is ongoing, and, accordingly,
knowledge on establishing the work of the state system must also be constantly updated and improved.
This knowledge is necessary for the effective operation of both professionals and ordinary citizens when
interacting with the state apparatus.

The object of the study is the features, principles and mechanisms of the state.

The subject of the study is the principle of separation of powers

The aim of the work is to analyze the concept of the mechanism of the state, analysis of the organization
and activities of the state apparatus.

Achieving this goal is ensured by solving the following tasks:

1. to consider the main approaches to the definition of the concept of "mechanism (apparatus) of the
state";

2. To study the types of state bodies and the specifics of their functioning;

3. analyze the relationship between the concepts of "state apparatus" and "mechanism of the state";

4. Consider the implementation of the principle of separation of powers in Russia.

The object of study of the course work is the mechanism of the state.

The subject of the course work is the structure of the mechanism of the state.The methodology is based
on the use of a set of methods and principles of scientific knowledge, the leading of which are:

1. Comparative legal method;

2. Analytical method;

3. Study of the regulatory framework;

4. Historical and legal.

, The paper will consider issues related to the concept and principles of organization and operation of the
mechanism of the state.

Initially, the theory of separation of powers in their writings was developed by John Locke and Charles
Louis Montesquieu. In Russia in the pre-revolutionary period, the division of state power into three
branches can be found in the works of A.I. Elistratova, M.M. Kovalevsky, M.M. Speransky, B.N. Chicherin
and others.

In the Soviet and modern periods, certain issues related to the state mechanism were considered in

1.1 The concept of the mechanism of the state.

Such a concept as "the mechanism of the state" is close in semantic content to the concept of "state
apparatus". At the moment, there is no consensus on the question of the relationship between these
concepts. There is an opinion that these concepts are synonymous, in another case they say that the
“state apparatus” means state bodies in statics, and the “mechanism of the state” is represented by the
direct activity of these bodies. An alternative version is the assertion that the “mechanism of the state”
is civil servants and the material and technical component that ensure their activities, and the
“apparatus of the state” is exclusively civil servants. [9, p.45]

In administrative law, the concept of "state apparatus" is understood as a set of state bodies, and in the
theory of state and law, the "state apparatus" is equated with the "mechanism of the state".
