AS ONE OF THE NATIONAL POVERTY ALLEVIATION STRATEGIES IN THE
PHILIPPINES
The Community-Driven Development Bill seeks to institutionalize the CDD
approach as the country’s national strategy for poverty alleviation by mandating
the whole of government to adopt the principles of CDD in all government
projects, programs and activities.
Further, the CDD Bill seeks to promote community participation and empower the
power, vulnerable, disadvantaged and marginalized sectors of the country.
What is Community-Driven Development?
Community-Driven Development is a development approach that
gives community members control over development process,
decision-making and resource management.
It treats people as assets and partners in the development process
and builds the target community’s capacities thus empowering
community members to become more active in their local
development.
Through CDD, communities are given the power to identify,
prioritize, implement and manage solutios to their community’s most
pressing needs.
What are the features of the CDD Bill?
In addition to institutionalizing the CDD approach as the national
strategy for poverty alleviation and sustainable and inclusive
Philippine development, the CDD Bill shall also entail the creation of
a CDD advisory council to be headed by the Social Welfare and
Development as Chair and Secretary of Interior Local Government as
the Co-Chair.
The members of the advisory council shall also include
representatives from the National Anti-Poverty Commission (NAPC),
National Economic Development Authority (NEDA), Department of
Budget and Management (DBM), Department of Agrarian Reform
