A major goal of the Privacy Rule is to assure that individuals’ health information is properly
protected while allowing the flow of health information needed to provide and promote high
quality health care and to protect the public's health and well- being. With the standards set by
the Privacy Rule, proper forms of use and disclosure of individuals’ health information
(protected health information(PHI)) are used and are easier to monitor.

Conscience clauses are legal passages attached to laws that gives medical practitioners the right
to reject certain medical services. This means that physicians or other healthcare providers have a

abortions, sterilization, contraception, and medical- aided death.
All healthcare providers have the option to opt in or out of exercising their right to refuse
services. If a patient is adamant about a certain procedure, they have to find a clinic, hospital, or
institution with physicians that are willing to help them.
