Lecture 1: INTRODUCTION TO HUMAN RESOURCE MANAGEMENT
WHAT IS HUMAN RESOURCE MANAGEMENT (HRM)?
- It is a process of acquiring, training, appraising and compensating employees and
attending their labor relations, health and safety and fairness concerns.
TWO FUNCTIONS OF HRM
1. BASIC FUNCTIONS
- refers to the overall general management of the whole general
enterprise/corporation/organization. It includes planning, organizing, directing,
coordinating, and controlling.
- concerned with the management process; helps in the management of the
organization.
TYPES OF BASIC FUNCTIONS:
❖ PLANNING
- refers to the job of determining the proposed mode of action based upon a full
understanding of the factors involved and directed at specific objectives which take
into consideration the priorities desired by the management.
-involves establishing goals and standards and not just mere planning but
sequential planning
- involves developing of rules and procedures; developing of plans and forecasting
❖ ORGANIZING
- refers to the arrangement and relationships of jobs and positions which are
necessary to carry out the personnel programs as determined by the top
management.
- Assigning specific task per department as well as delegating tasks to each person;
plotting of work. This is essential so that subordinates and departments are
, knowledgeable of their duties and responsibilities. It also ensures that there is no
overlapping.
- According to research when employees are instructed of their duties and
responsibilities, employees work with greater efficiency and accomplishes more
- Organizing helps the organization to establish authority
For example:
Compensation and benefits is delegated to the HR department while production of
goods is assigned to the Line department.
❖ DIRECTING
- Concerned with the guidance of all efforts towards a stated objective
- Provides a meaning on how to execute the plans into action
- Needs effective supervision, guidelines and procedure for directing
- A very effective technique in directing is GOOD COMMUNICATION between the
leader and member because it enables efficient delegation and direction of tasks.
❖ COORDINATING
- It is a method of getting people in an organization to work together harmoniously
to achieve a common goal with minimum expenditure of effort and materials.
- Provides the synchronization of efforts (lahat kumilos, unified action to achieve the
common goal, working harmoniously)
❖ CONTROLLING
- Concerned with keeping all efforts within the channels prescribed by the
management to ensure that the organization is accomplishing its purpose
- Involves setting of standards such as quality standard, production level, and quota
- Hinders from having company losses such as not reaching the quota
- Involves checking of employee performance and comparing the performance from
previous ones, and giving corrective actions if needed.
, 2. OPERATIVE FUNCTIONS
- the daily activities of the business, including procurement, placement, utilization
of employees, motivating and compensating employees.
- Covers day to day activities, responsibilities and tasks that are necessary to carry
out different policies and programs that are related to the personnel.
❖ PROCUREMENT OF EMPLOYEES
- Concerned with recruitment, selection, hiring and placement
- Considering the qualifications of a person that we will hire
- Ensuring that the right people is placed in the right job to help us accomplish the
organization’s goals and objectives
- Ensure that the right qualifications and standards are set for the hiring process.
❖ PLACEMENT AND UTILIZATION
- A process of assigning the selected candidates to the most suitable job. It is
matching the employee specifications with the job requirements.
- Utilization- dapat utilized nang maayos ang talents at skill ng employees sa
company
- Training consequents hiring then the employee is expected to contribure to the
objectives of the company
- This is crucial kasi mataas ang turnover ng employee kapag di akma ang skills
niya sa line of work kaya malulugi ang kompanya.
❖ TRAINING AND DEVELOPMENT
- Refers to the employees’ acquisition of knowledge, development of skills needed
in the job and proper work attitudes.
- Imparting different operating skills and knowledge to employees that no to few
knowledges regarding a particular training. It also involves identifying people that
need training.
- Evaluating employees after training to assess of the training is effective
- Enhancing skills
