and Defense Counterintelligence and Security Agency's ( DCSA's) role & authority
• Describe the importance of I ndustrial Security Agreements ( I SAs)
• Explain roles and responsibilities of DCSA
• Describe the relationship between the National I ndustrial Security Program Operating
Manual ( NI SPOM ) and the !TAR
• Explain the basic DoD policy to include the Designated Government Representative
( DGR) role in international transfers of classified information and materiel
• Explain the benefits and risks involved in foreign investment in the U.S.
• Explain the legal and policy basis for CFIUS and the U.S. Government's involvement in the
review of potential acquisitions, takeovers and mergers by foreign investors
• Describe the FOCI policy and factors used by DoD to negate or mitigate any national
security risks

National Industrial Security Program
The National Industrial Security Program ( NISP ) is a partnership between the U.S. Government and private
industry that strives to safeguard classified information. NISP has four major tenets with the goal of
achieving greater uniformity in classified contract security requirements . These tenets are :
• Achieving uniformity in security procedures
• Implementing the reciprocity principle in security procedures in regard to facility and personnel
clearances
• Eliminating duplicative or unnecessary requirements particularly in the area of agency inspections
• Achieving reductions in security costs
