I 'm Sara Lopez, your Foreign Disclosure Officer and mentor for this lesson .
There are certain conditions foreign recipients must agree to before
international transfers can be authorized. In this lesson, we'll take a look at
some basic securi ty principles and authorities that govern foreign disclosure,
technology control, and securi ty requirements for international acquisition
programs . Then, we'll describe the principle documents that provide legal basis
for Department of Defense participation in these ac tivities.

The Fundamentals of Technology Security/ Transfer
( FTS/ T ) basics are the underlying security principles
and authorities for international acquisition
programs that govern :
• Foreign disclosure
• Export control
• Foreign visits
FTS/ T basics are also used to :
• Describe principle documents that provide the
legal basis for DoD participation in most
international activities
• Identify certain conditions that must be
agreed to by foreign recipients before
international transfers can be authorized
• Introduce the Government-to-Government
principle

Lawful and Authorized
Any program that will result in sharing defense articles, services, or information with another country or
international organization must be law ful and authorized . There are no exceptions .
In order to be "law ful, " the initiative must meet the legal and policy requirements in :
• One or more laws
• Executive Orders
• National policy documents
Each law ful document or its implementing directive "authorizes" a specific U.S. Government organization or
official to make decisions ( and approve in writing ) the sharing of defense articles, services, or information
with another country or international organization .
