Welcome to the Defense Acquisition University and ACQ 130, Fundamentals of Technology Security/Transfer. I am Tom Noble, the
International Acquisition Center director within DAU’s Defense Systems Management College. Completing this course and ACQ 120, its sister
course, Fundamentals of International Acquisition, will provide the basic information you need to become an effective participant in
Department of Defense (DoD) international technology transfer and acquisition activities.
This course focuses on both the defense acquisition and security cooperation workforces in a wide range of DoD technology
security/technology transfer functions related to DoD international programs, and emphasizes the importance of early and effective
technology security planning in our acquisition programs.
Many members of the acquisition and security cooperation workforces are engaged in international technology security and technology
transfer activities. We have designed this course with input from trainers in both workforces in order to serve both workforces. Your access to
this course may have occurred through training systems associated with one of these workforces. If you are a member of both workforces,
credit should accrue in both and you only need to take this course once.
International programs are conducted under a complex set of laws, regulations, policies, and procedures that, in most cases, establish
additional requirements beyond those governing domestic programs.
Specific to technology security and transfer, these programs are conducted within an interagency framework involving additional U.S.
Government organizations that are often not involved in domestic programs. This course will help you understand and navigate through this
often confusing web and promote positive outcomes for our international undertakings, addressing areas such as:
· Technology security activities that DoD personnel encounter while implementing DoD’s International Armaments Cooperation, Foreign
Military Sales, and Building Partner Capability programs.
· Roles of the Under Secretaries of Defense for Acquisition & Sustainment; Policy; and Intelligence in the areas of technology security and
transfer.
· Responsibilities of the State Department, Commerce Department, and other U.S. Government organizations when it comes to technology
security.
· The protection of classified information, controlled unclassified information, and foreign government information.
· Also, key U.S. Government technology security-related laws, regulations, policies, organizational responsibilities, and decision-making
,processes impacting foreign disclosure authorizations, export authorizations, and visit authorizations.
This course is divided into nine self-contained lessons including a summary. With the exception of the summary lesson, each lesson concludes
with an exam. You must achieve a score of eighty percent on each exam. The good news is that each lesson contains knowledge checks along
the way and you have multiple attempts to successfully complete each exam.
In order to maximize your potential for success, here are a few pointers to help you get started. I recommend that you carefully go through
this introductory lesson to fully understand what is expected of you and what the course is all about. It also gives you information on how to
navigate the course and introduces the instructional characters and fictitious countries used in the lessons. You can browse individual lessons
within the course; however, in order to obtain lesson credit, you must complete the lessons in order and in their entirety, including the exam,
before you can move on.
This course and its companion course, Fundamentals of International Acquisition (ACQ 120), mentioned earlier, provide the Level I
foundational underpinning for the International Acquisition Career Path and upcoming Security Cooperation Acquisition focus area. Once you
have completed these two courses you will be eligible to take additional DAU international acquisition training courses. For details on the
International Acquisition Career Path and information on other DAU international acquisition learning assets, please visit the International
Acquisition Management Community of Practice through the Defense Acquisition Portal.
