The United States of America has many policies and agencies in place that oversea,
implement, and enforce all health care organizations are following regulations and rules set by
the government. Arizona has many health policies to protect its patients, staff, and the public.
Senate Bill 1321, Health Information Organizations was passed in 2019 by Governor Douglas
Ducey. The bill states that all health organizations must disclose information and medical
records including Health Insurance Portability and Accountability Act of 1996 (HIPPA), and
those who contract communicable diseases are not forced to disclose that information with
exception by state or federal laws (Carter, 2019). There are pros, cons, impacts, different
authorities, and differences between state, local and federal responsibilities.
Maintaining patient health privacy is an essential part of all health care organizations.
One pro of the Health Information Organization is it allows patients the respect of privacy of
their health information. This will then improve the trust and communication between patients
and health care providers. Imagine if the doctor said they are not obligated to keep patient
information private and safe. Patients would not be open about their health issues in fear of
others knowing. Not allowing this to happen will improve quality of care for all the health care
community. Walking into a healthcare facility and feeling welcomed and knowing that
maintaining privacy is a top priority is inviting. Respecting and protecting information helps
gain the facility a good reputation to increase profit and patient numbers (Nass, Levit & Gostin,
2009). Let's say for example, a married couple goes to the same doctor, that doctor cannot
discuss stuff about the other persons medical records. There is one exception if the clinic has
gotten consent for sharing information or a power of attorney for significant other. Knowing who
