The role of the advanced practice nurse is an ever evolving and expanding career. This
constant change requires guidelines and policies for a better understanding of the current
practices and how Advanced Practice Registered Nurses (APRN’s) can be supported to
maximize the use of their skills and knowledge to the fullest potential. The Texas Board of
Nursing (TBON) has a mission to protect and promote the welfare of the people of Texas by
ensuring that each individual who has been issued a license as a nurse in the State of Texas is
competent to practice safely (TBON, 2020).
Texas Board of Nursing Guidelines and Recommendations
The Texas Board of Nursing has set forth guidelines and recommendations for both pain
management therapies and education. Since 1909, the TBON has been serving the public its
establishment by the Legislature to regulate the safe practice of nursing in Texas. Since its
opening, the TBON enforces the Nursing Practice Act and Rules and Regulations by setting the
standard for nursing practice, nursing education, conducting investigations and imposing license
restrictions and suspensions. The Texas Board of Nursing is easily accessed at
www.bon.texas.gov. In addition to the TBON, the Texas Health and Human Services
Commission (HHSC) educates prescribers on strategies to address acute and chronic pain
management, encourages the discussion of preventing opioid abuse, promoting drugs like
Naloxone to treat opioid overdose, and other non-pharmacological treatments like physical
therapy and cognitive behavioral therapy to treat chronic pain. The Texas Health and Human
Services Commission implemented successful pain management programs in hopes to create
processes and policies for standardized, evidence-based assessment tools. The goal of these
programs is to measure the effectiveness of the treatments with frequent re-evaluations through
