Health Information Exchange Analysis
Health information exchange (HIE) is the digital exchange of health care information
from one organization to another. This can occur across organizations within a region,
community, or hospital system. HIE enables the access of clinical data in a safe and timely
manner in order to provide quality care to patients. Public health authorities use HIE data to
analyze population health (“What is HIE?”, 2020). HIE can be accomplished in different ways
and the needs and requirements can vary by practice. Although there are several ways to
accomplish HIE, there are four types of HIE that are now in use: direct, public HIEs, private
HIEs, and HIT vendor interoperability (“How Can You Exchange Patient Data?”, 2018). This
paper will compare HIEs in several states, as well as describe HIEs ability to share data and
improve coordination of care, public health initiatives, and evidence-based research.
Comparison of State HIEs
The Texas Health Services Authority (“the Authority”) is the state-level health
information network for Texas that covers both private and public sectors (“Health Information
Exchange”, n.d.). The Texas Health and Safety code was formed under chapter 182 to
implement the HIE plan statewide (“Health Information Exchange”, 2020). Texas HIE has
proven to be a useful tool in collaborating with other states to facilitate patient care and
interoperability. “The State HIE Cooperative Agreement Program provides states with funding
to help build capacity for exchanging health information across the health care system both
within and across state lines” (“Statewide Health Information Exchange”, n.d.). The Health
Information Technology for Economic and Clinical Health Act (HITECH) was created for health
care providers to exchange data securely with other HHS members and legislators. This secure
