Assumptions

Assumptions
The unified emergency management command center in Johnson City, Tennessee has a
predefined Basic Emergency Operations Plan (Tennessee Emergency Management
Agency, 2018)
Accurate Machine Products Corporation may lack an efficient security system, making it
prone to being a terror target.
The Muslim Community of Northeast Tennessee hosts a large number of people, probably
lacking rigid emergency response instructions in the case of an attack.
The Washington County Sheriff’s Office potentially provides Law Enforcement services,
necessary in mitigation of terrorist attacks.
Events in Johnson City such as The Chris Acker and Etsu-Con may act as targets of
strategic interest due to the number of people hosted
Stores such as The Home Depot in Tennessee may be a suitable target for terror attacks
owing to the unreliable security offered in the stores
Version 1.1
, 2
Culturally significant places like the George L. Carter Railroad Museum are a potential target
Initial Response: The First 12 Hours
The list of decisions to be escalated to an executive level are presented first to ensure visibility;
while you need to provide your requested executive level decisions, that does not mean they
need to be completed first. Also, for each of your selected functional areas, provide their
applicable filled-in tables below that describes their unique critical activities and needed
resources for the Initial Response phase.
Decisions Required from the Multi-Agency Coordination (MAC) Group:
Initial Response Phase
Propose some executive-level decisions that the Multi-Agency Coordination (MAC) Group
needs to make, i.e., decisions that are “above your pay grade” or necessary to resolve
conflicts). List major, executive-level decisions only and prioritize them. Briefly explain the basis
or rationale for the decisions sought and related objectives or, if it is denied, the consequences.
Decisions Needed from Executive Level MAC Group
Decision needed: Establish suitable communication links with the ‘Swordsmen of El Shaddai’
terrorist group.
What objective the decision would achieve: It would offer grounds for negotiation
Consequence of failure to decide or act: May lead to more fatalities and infrastructural
damage upon detonation of the explosive charges (Ogle et. al., 2017)
Decision needed: Organize a tactical infiltration at Doubletree Hilton facility
What objective the decision would achieve: Rescuing the hostages and apprehending the
terrorist group.
Consequence of failure to decide or act: Death of the hostages upon failure of negotiation
Decision needed: Imposing an impromptu curfew on non-respondents until the crisis is
resolved.
What objective the decision would achieve: To avoid further fatalities from alleged sniper
and assault teams (Ogle et. al., 2017).
Consequence of failure to decide or act: More casualties could arise from the shooting.
Decision needed: Plan a mock Tennessee State Legislature seating.
What objective the decision would achieve: Tricking the group into buying time for rescue
operations.
Consequence of failure to decide or act: The hostages could be killed on failing to meet the
group’s demand.
