Parliamentary System in the
Philippines
, Every idea that leads to an entire solution for the country’s problematic atmosphere and
events can be a legitimate source and just supporting it by the efforts and attention of
the people. Taking as one of the responsibilities of a lawmaker is to ensure the needs of
the people and also to answer them in an honest position and good manner. The
current position of a systematic process of law binding and to discourse the problems
and handle the current situation. The direct process of confirming the bills and absolute
laws is the most important and striking the law processors to do so the said bill that
compromises the policies and systematic works to conclude the problem.
The country’s legislative consists of two houses, the Senate consists of twenty-four
senators and the Congress is homed by congressmen from all over the country. The
systematic process of making law will be determined by the houses’ responsibilities and
having their drafting bills will be in the course of readings to prove its existence and
facts (The process of taking the first reading, then after is considered by the committee,
and then the appeal for second reading up to it pass during the third reading). The
Senate has the responsibility to lead the Second Reading for the initiative to give
legitimacy to the bill, as stated in Rule 25, Section 71 of the Rules of Senate, followed
by the sponsorship and led by the committee chairman and its designated committee to
handle the bill. Taking the bill into a debate with other senators so it does, why need to
have a credible handful of information to support the idea of the bill? While the
Parliamentary System of Government has two functioning leaders of the said
government, the head of state and the head of the government (“Forming a
Government: Parliamentary Vs. Presidential System,” 2006). These two functioning
heads conclude the entire activity of an only head that looks like from the Presidential
System. The Head of the State is common to be a king and queen, from the
monarchical style, and also be the president of the said country as being the head of the
state and not the government itself. That is why the latter makes sense of having one
inactive workforce and the former will be just for ceremonial and exclusive meetings
with other leaders (just what happens to the current monarchy of Great Britain). Some
points of their powers consist only of the parliament itself. The Parliamentary system
consists of powers to create laws in the matter of joint force.
