and expulsion the governing body may suspend a learner from the school, after a fair
hearing but in the case of the grade 7 learner, the principal immediately called for a
disciplinary hearing between the teacher, the learner, and the principal and did not
call the school governing body and also the principal forgot that a learner may be
expelled only by the Head of the Education Department for serious misconduct after
being assessed at a fair hearing, then after being found guilty then the Head of
Department must make an alternative arrangement for the learner’s placement at
