INTRODUCTION
NCEMA is the UAE's one pioneer organization made for the purpose of helping the UAE
government in cases of national emergencies or disasters. It includes certain departments like
the operation department, local centers department, planning and preparedness department,
support services department, media and communication, safety and prevention and
information technology department. For any nation, it is the government's responsibility to
provide safety and security to the lives of the citizens. Hence, the strategic objective of
NCEMA are to have the ability to achieve security and resilience. In addition, they need to
ensure the quality of life by placing standard public safety regulations. In order to work
alongside the changes in the economy and the dynamics, it is also important that the authority
optimizes its use of advanced technology and develop corporate resources and innovation so
that in times of urgency the authority can readily provide safety and security. The
organization has been established to provide guidelines to the citizens for natural hazards like
floods, tropical cyclones, earthquakes, thunderstorms, etc. Hence, both transactional and
transformational changes in these organizations are important. In the later paragraphs, this
report will call attention to why it is necessary to have changes in the organization and what
sort of changes are required and their timings. The report will also provide insight into the
environmental and organizational analysis to see in which areas of the organization changes
are needed and the key features that arise from the environmental and organizational analysis.
For any organization, when a change is implemented, it affects the employees it allows them
to learn new skills and gain expertise by taking new opportunities and also helps them
overcome their fears or change their preexisting skills. It also provides them an opportunity to
understand the requirements of the change and the need to change, resulting in them to assess
whether or not the organization would be benefitted from such changes. One of the aspects of
change is that it is important to undergo necessary changes to remain competitive in the
market. Fear of change in the organization is not only to employees but also to the senior
executives as it is more like make or break situation for any organization(Strategic Objectives
