– Seek to maximise domestic population’s
mobility by provision of various modes of
transportation
– In turn will facilitate efficient movement of
goods and people at national level
– Need for the formulation of policies to protect
travel trade from local and foreign competition
– Need for agreements with other countries for
the development of international travel
– International travel a means of generating
revenue

– Increase in traffic due to world tourism growth
adds pressure onto transportation facilities
hence the need for governmental policies
• Congestions- cause of gridlocks, delays, pollution,
waste of time and energy
• Safety and security- increase in travel means
increase in transport facilities to the detriment of
safety and security, hence policies are devised to
ensure that theses are adhered to
• Environment- if an area does not have the carrying
capacity for the increase in travel, environmental
impacts can have adverse effects on resources
• Seasonality- cause of overcrowding at certain times
hence the need for the creation of policies that would
look at congestions, safety and environment
• May have adverse effect on tourist destination

– Formulation of objectives:
• Guide organisations in the management &
development of tourist and non-tourist
transport
– Planning measures seeking the
implementation of policies:
• Investment in new infrastructures
– Encourage private sectors to invest in
infrastructures; e.g. airports
– Facilitate, control and regulate or
deregulate activities of private sectors; i.e.
‘look after the public’s interest against unfair business practices;
ensure safety standards maintained’
